II.1.4) Short description of the contract or purchase(s) The provision of helicopter services with a helicopter equipped to Instrument Flight Rules (IFR)standard (ideally to a Single Pilot IFR standard) and equipped to comply with all respects of JAR-OPS 3 requirements for flights over water, plus a replacement helicopter with appropriate availability to ensure continuity of service. We require these services to transport staff, contractors and approved passengers between shore bases, ships and lighthouse stations & sites together with personal effects, equipment, materials and other required cargo. The helicopter must be able to carry at least three passengers and internal freight or underslung loads. The service is required 10 hours per day, 7 days per week, 52 weeks per year with an estimated 800 flying hours each year. Helicopters.

VI.3.2) Lodging of appeals (please fill heading VI.3.2 OR, if need be, heading VI.3.3) The Northern Lighthouse Board will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such information should be required from the person named at I.1. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts (Amendment) Regulations 2009 (SI 2009/2992) provides for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland) and the sheriff court, the Court of Session (Scotland). Any such action must be brought promptly (generally within 3 months).
