II.1.6) Description / object of the contract The Commissioners of Northern Lighthouses and the Corporation of Trinity House are the General Lighthouse Authorities responsible for the superintendence and management of all lighthouses, buoys and beacons around the coast of Scotland and the Isle of Man and the coast of England, Wales and the Channel Islands respectively. The two Authorities are currently preparing plans to replace some of their existing ships with new ships. The current plans are to build two Multi-Function Tenders, one for each Authority, and one Rapid Intervention Vessel for the Corporation of Trinity House. The Authorities are considering the options for financing the three new vessels including loan facilities and finance leasing. The Authorities would also consider other financing options. The Authorities invite expressions of interest from organisations that can provide the financing service. The Authorities will send an Invitation to Negotiate to a selected number of organisations who express an interest. These organisations will be invited to complete a proposal. The group will be required to nominate a lead partner with whom the Authorities can contract, or form themselves into a single legal entity before the contract is awarded.

Any supplier may be disqualified who:

(a) is bankrupt or is being wound up, whose affairs are being administered by the court, who has entered into an arrangement with creditors or who is in any analogous situation arising from a similar procedure under national laws and regulations;
(b) is the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding-up or administration by the court or for an arrangement with creditors or is the subject of any other similar proceedings under national laws or regulations;
(c) has been convicted of an offence concerning his professional conduct by a judgement which has the force of res judicata;
(d) has been guilty of grave professional misconduct proven by any means which the contracting authorities can justify;
(e) has not fulfilled obligations relating to the payment of social security contributions in accordance with the legal provisions of the country in which he is established or those of the country of the contracting authority;
(f) has not fulfilled obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established or those of the country of the contracting authority;
(g) is guilty of serious misrepresentation in supplying the information required under the provisions of the Directive on the criteria for qualitative selection;
