4. Description Project Works The construction of two new solar powered aids to Navigation at Head of Mula on the Island of Unst and the Island of Wether Holm to the West of the Island of Whalsay, both in the Shetland Islands. Both new lights involve Civil and Electrical construction works that include a reinforced concrete base, erection of an aluminium / GRP structure, installation of a light, battery and solar equipment and base handrail. It is envisaged that the successful nominated contractor for the 'Wether Holm' project will have the additional project at the 'Head of Mula'. The Head of Mula project may however be subject to delay. It is also envisaged that the construction works at Head of Mula will follow on from the end of construction works at Wether Holm. Scottish Natural Heritage have requested completion and clearance of the site works at 'Wether Holm' by mid-April 2006 to minimise any disturbance to breeding birds, and would envisage a site camp on this site to progress the construction works to meet tight deadlines. Proposed dates for both Projects Week beginning Monday 6th March 2006 Load NLB Ship MV.Pharos with (NLB supplied free issue) project materials in Oban. All contractor supplied project materials, including plant, site camp etc, to be delivered to Oban, Lerwick or Kirkwall for uplift by NLB Ship MV.Pharos in Oban, Lerwick or Kirkwall for onward sailing to Wether Holm with NLB materials. Deliver all project materials to Wether Holm via Helicopter from Ship with contractor in attendance to set up camp and start site works. Friday 14th April 2006 Scottish Natural Heritage have requested completion and clearance of the site works at 'Wether Holm' by mid-April 2006 (say Friday 14th April as target) to minimise any disturbance to breeding birds. Monday 16th April 2006 (start date may for works on this site may be delayed) After uplifting of Contractors site plant, huts etc, from Wether Holm sail to Head of Mula for delivery of all project materials (including NLB free issue) to Head of Mula including some of the Contractors site welfare facilities (ex. Wether Holm) to set up site and start works. Due to the Ferry / Land access routes from the Head of Mula it is expected that some of the Contractors materials, plant for the works, can be delivered by boat / road transport at the start and during the projected projects works. It is envisaged that the final clearance of the site at the Head of Mula will be by road / Ferry transport. Contractors must submit a programme of works with dates as part of there Tender submission. Any additional requests for NLB Ship and Helicopter will be assessed by NLB as costs towards the project. Pre-Tender Site Visit dates and meeting points with additional information. The following arrangements have been made for the visit to Shetland for the site meetings at Wether Holm and Head of Mula. Contractor to make his own arrangements and allows time to meet the dates, meeting points and times below. A description has been given below as to how to get to these meeting points. Wednesday 18/01/06 Leaving Lerwick head north on the A970 for some 20 miles, then turn right onto the B9071 before entering the village of Voe. Continue on the B9071 for about 2 miles to Laxo Pier. The ferry to the port of Symbister on the island of Whalsay leaves from here. The car park at Laxo Pier will be the meeting place for contractor's representatives and NLB and a time of 09.30 would be appropriate. A local boat has been arranged for the trip to the island of Wether Holm and the journey time is envisaged as being around 30 minutes. There is no formal landing on the island and this will mean possibly scrambling ashore onto the rocks, which form the foreshore. Suitable PPE will be required but lifejackets will be provided. Time on site is anticipated as 2 hours and we will return to Laxo before returning to our accommodation. It is not anticipated that we will have time on that day to travel to Head of Mula. Thursday 19/01/06 From the village of Voe turn right on the A968and head north to Toft a distance of some 10 miles. The ferry to the island of Yell leaves from Toft on a regular basis and the journey time is about 15 minutes. On arrival on Yell head once again north on the A968 for some 15 miles until arrival at the ferry terminal at Gutcher. A short ferry crossing from Gutcher takes 10 minutes and on arrival on Unst at Belmont it is only some 500 metres to the site of the proposed light.
